Here's a recent MUFON report from September 5, 2020 wherein someone witnessed a circular ring of lights above the clouds and managed to get some pretty compelling pictures...

I witnessed a circular set of lights hovering right above the clouds making absolutely no noise. these lights slowly changed direction over the course or about 45 minutes and even changed form during that duration before finally disappearing... this exact same formation of lights were seen in this exact same location of lakeville mn during the month of august 2015...
