I encourage you to read through the whole thing, but if you’re in a hurry the first section is what was most interesting to me. I think that there were a few places where he wanted to say something but knew he couldn’t (wants to keep his clearance probably), and was trying to indirectly tell us to pay attention to his wording. I need to go to sleep now but tomorrow I will try to put together those instances.
All of this is my best attempt at live transcription, and specifics may be inaccurate. Do not run with any info here until confirmed. (I can do my best to tell you what is fully correct and what is approximate if you ask me)
Most Interesting Points (Curated, bold to indicate what caught my eye)
Knapp: Are there any cases where humans were hurt by these (things)? Luis: “….Hurt? Or affected? long pause…. Well… I think with any of these incidents, there are effects on people mentally, emotionally, and physically. But.. Some people have loss of time perception, in some cases lost time.”
(On Nuke-related UFO Incidents) “I can’t say a whole lot, that’s up to the DOD, but I can say that there were events where DOD technical equipment appeared to be manipulated or disabled in a manner that was… not advantageous to us. (Laughs)”
“In this case there were Emails.. eventually DOD sends back it is ok to release. Conversation of why the DOD was willing to release/why “We are ready to go full “open Kimono” with this never was held with me.”

AATIP, Cases, and Videos
Luis: “If it isn’t ours nor theirs (countries), then, I’m sorry to say it, but we might all be screwed” <–Don’t take this out of context; he’s saying that we don’t know whose it is, and if it isn’t ours or any other countries then we need to catch up or really need to investigate it.Luis: “We have had alot of cases, I can’t say how many, but very many and enough to find correllations between them and begin investigating physics

Luis: One of characterizations that has many people confused.. let me go over the DOD process: there is collective decision within office that video should be released to community of interest of industry partners to see if they know what the thing is, then DOPSER review process to decide if things can be declassified, mechanism within that office to validate if that thing should be released. Within DOD there are many policies, but there are two directives, DOD 5230.09 and 5230.29 that outline what to do to get it released. Directive 1910 to outline declass…. In this case there were Emails.. eventually DOD sends back it is ok to release. Conversation of why the DOD was willing to release/why “We are ready to go full “open Kimono” with this never was held with me.”
Luis cannot say how NYT got it’s copies of the videos, one would have to go to they NYT to get that answer, but Luis did not release the videos.

Luis: “I don’t want you to believe me blindly, I want you to ask your leadership for the data so you can make your own decisions, and learn more collectively!”
Tic Tac video was also captured by two additional F-18s.

You can hear the pilots say ‘there’s a whole fleet of them’… haha, people, if there’s a whole fleet of craft hovering at (I don’t remember) feet at a 90 degree angle without moving, then Huston, we have a problem!”

Luis: “People keep using the Nimitz and Gimbal Videos to attack AATIP, but they don’t seem to understand that (apart from not being correct about the two videos) there are many more even more compelling videos and datasets.”
Metamaterials & Tech
Luis: “Yes, it exists, yes, other materials exist as well, and as far as unique attributes I think in general terms any time you have a material that has the ability to display unique attributes others don’t, you need to investigate it. I can’t tell you what the government has, but from a bigelow perspective… the material, exactly as Putoff indicated, has incredibly unique isotopic ratios, would be incredibly expensive to make, does not occur naturally on earth. They appear to be engineered, manufactured, in a very precise manner. When subjected to..things..they react in a..way.”
The facilities made by Bigelow were to house ALL material related to the study, including cases and files, but also physical materials.
You learn in high school physics that two things can’t occupy the same place at the same time, and usually that’s true until you get to the quantum level. General relativity is still correct, but we now know that there are some nuances. (This is him saying that we don’t know whether they are extraterrestrial life, terrestrial life, other dimensional, other time, etc. Here he is entertaining the possibility of other dimensional, but he isn’t implying it.)
We know that you can warp space time with a lot of mass, or energy. Physics is at the point where the LHC is approaching the energy levels needed to warp space time.
Luis: “The question of warping spacetime is not a question of if, it’s just a question of scalability.”
(On the topic of skinwalker ranch) Luis: “That’s a great question, when you say weird. Let’s do an excercise. When I say parachute. Normally you say something that slows your descent, it’s good. When I say paramedic, something coming to help you right? When I say paranormal, people say, woah, I don’t know, right? Because of the stigma. Paranormal just means anything below our level of understanding. Paranormal is just that until it’s normal. If you want to make this more concrete, most americans have belief in something. I think it’s interesting that so many place belief in a god or gods (I am spiritual myself, I’m just pointing it out) while on the other hand people look at things that are ‘paranormal’ and people raise their eyebrows.”
On why AATIP’s funding was disputed within the DOD: Yes, funding was moved partially because people, although they believed it, thought they were dealing with demonic forces.
Additional funding was provided by congress from 2013-2014. However wording was too general, so another office took it. Program continued afterwards. Programs don’t just dissapear in the DOD.
Luis: “It is our intent that soon, some amazing stuff will come out, and not just info. We are working very hard through this PBO (TTSA) to get stuff out.”
