I was driving to work on a weekday morning at Wichita City Hall in the late 90's. I was almost there, and I started at 7:30 AM, so it would have been about 7:20. Since it was summer the sky was clear and blue. The sun was coming up, there were no clouds, no airplanes and the stars were gone. I noticed a small, bright shinny point of light high up in the sky. I wondered how a single star could be so bright when all the other stars were gone. Then I thought it might be a high airplane reflecting the rising sun. But I watched it for several minutes and it didn't move. A plane would have moved across the sky. Then a small puff of gray cloud came out of it from one side. I thought that was strange, but then the cloud suddenly grew very large, covering most of the sky, including the object. I don't know what happened after that because I had to go inside to work. I suppose it could have been a weather balloon, but should have been moving and couldn't hold so much cloud material, as the cloud it created was quite large and growing.
