Based upon the behavior of this exceptionally strange object, Michio Kaku had an idea in regards to how a Civilization Type 3 could explore the galaxy. Based upon the movie: 2001; A Space Odyssey; this civilization could create a robot that would build factories to create new robots that will then travel elsewhere to make another factory, so on and so fourth. This UFO acts like a cell, which is even more advanced than robots that have to build factories to build new robots.

looks like there useing some kind of comunication to other ships or mother ship the balloons might have some kind of antena for the ships for comunication

For a moment it look like balloons on a string, but you must think how they came out of the craft not much bigger then themselves, fully inflated, in a stream to the left and right. Then you must ask how did these so called balloons manage to dance around in sky at though they were controlled?
