UFO Sighting in Ottawa, Ontario on 1997-07-15 22:10:00 – Bright red star, then white, then flew by us

My father, brother and i were watching the hale bopp comet and noticed a red star like. it got brighter and then grew to a big white spot in the sky. looked 100 times bigger than a star. it eventually got smaller and the craft slowly moved across the sky. it flew by us (10km away) at an elevation of about 3-500 feet high. it had three glowing lights on it, red, blue and green that circled around. we had a telescope out and spotted the object which didn't seem to have defined edges. looked like a mass of energy with three circular lights that spun at about 1 rotation per second. it flew in a completely straight path from what seemed to be outer space into close by earth. we were shocked and called the local airport to find out what it might have been. they reported no scheduled flights in our area. we lost sigh of the object when it flew past us 10-15 minutes after the first sighting.
