Lapham to the CIA’s Director of Research and Development & DDS&T (Deputy Director for Science & Technology.) Contained is a forwarded letter from a redacted person’s name from the Center for the Study of Social Policy at Stanford Research Institute which suggests meeting to discuss a “comprehensive research project on the global UFO phenomenon”. The letter proposes four primary elements:
- Collection and analysis of existing policy.
- Analysis of UFO data and research.
- Assessment of alternative policy strategies.
