UFO Sighting in Cape Canaveral, Florida on February 21st 2016 – Orange red globes hover then rapidly change direction and altitude

Walking south returning from a store, noticed two glowing lights about tge size of a penny at arms length hovering about 5 degrees apart from eachother. After a minute of little movement one light moved quickly to the north (now south west of me) and then paused before moving up into and behind cloud cover. The second light held position dimmed for a moment, then glowed more brightly and shot up above the clouds like a firework might. (no explosion or noise) A few minutes later I am moving east towards my home and I see two lights identical to before rising rapidly in the distance south east of me. About 20 degrees separation between the two, each about an asprin in size arm length. At this point I reached for my smart phone to take video or pics, but find my phone does not have power. I race to bring my fiaance outs from inside and her first thought is a planet, but its moving, a neighbor across the street comes out and is stunned, she gets a friend from her home and they also begin watching the lights. One neighbor suspects a drone until again the lights ascend very rapidly then pause hovering, changing directions several times. It was very silent and none of us heard noise. The lights grew closer and larger to penny size then again paused before darting up behind the clouds one after the other. My neighbor said she saw a third light to the north but I did not see it myself. There is an air force base within 10 miles south and we live less then 10 miles south of the space center, just next to port canaveral.
